Preheat oven to 300°F (150°C). In a bowl, mix flour, melted butter, chopped pecans, and salt. Press into a 13x9-inch baking dish and bake for 20–25 minutes until golden. Cool completely.
Beat softened cream cheese and powdered sugar until smooth. Fold in half the whipped topping. Spread evenly over cooled crust.
In a separate bowl, whisk instant pudding with cold milk for 2 minutes until thick. Spread over cream cheese layer.
